Managing CPU throttling

Well, I know I could shut off throttling by stopping powernowd, but I'd
really rather not have to start up and shut down the service, since
there are lots of clients and I do need throttling at times. I'd be a
bit surprised if Ubuntu didn't have some client to control throttling,
unless they're just waiting for gnome-cpufreq-applet to support
password-controlled access. 

Am I missing something?
