To work around this problem, for the benefit of anyone else trying to
install php4 applications on Ubuntu -- at the suggestion of someone
who mailed me off the list, I used equivs to build a dummy package for
php4-common and then I could install the packages that depended on it
easily.  And it worked just fine.
