It doesn't even exist yet, so I suppose you could say it's safe in some
senses. :-)

Hoary will probably be extremely unsafe and very difficult to use for at
least the first week or two of development as we merge Ubuntu with the
current state of Debian unstable. I imagine that one of us will post to
the list when it's achieved some degree of usability.
