is Ubuntu meant to automate adding new cdroms?

Actually it should, but due to an unfortunate bug in pmount it
currently does not work:
https://bugzilla.ubuntulinux.org/show_bug.cgi?id=2543

So either you add the CD-ROM to your /etc/fstab for now (safe method)
or you upgrade to a new pmount version (NOT supported officially, of
course, but I will care for problems anyway), which can be found in by
unofficial archive:

  deb http://people.ubuntulinux.org/~pitti/utopia/  /
