Permission Denied?

$ ./configure
bash: ./configure: /bin/sh: bad interpreter: Permission denied

That also happens with all my perl & bash scripts.
I have to manually do :
$ perl script.pl
$ bash script.sh
$ sh configure
etc....

And whenever I do configure, this error message shows upL

checking whether the C compiler works... configure: error: cannot run
C compiled programs.
If you meant to cross compile, use `--host'.
See `config.log' for more details.

Does anyone know what's happening?
