Install package "iptraf" (maybe from universe), this program gives you a
precise idea of what is going through your network interfaces at which
speed. Linux is not capped at all, no OS is... I suspect a random
concidence, your mates downloading at the same time or such.

If you had two computers one way to find out exactly would be to run
iptraf on one in the middle between testing machine (Linux/Windows) and
your DSL modem. But you still can't test both at the same time.
