DSL DL/UL speed

I'm realitvely new to Linux, and so far Ubuntu has been great.

1 question, when using my Windows machine I've noticed that my bandwith for
my DSL goes from 8 - 48+ Kb/s, but on my Ubuntu machine it will only max out
at 16.5 Kb/s.

Is Linux capped at running 16.5, because I've noticed the same speed on my
Fedora Core machine as well.  If so, can this 'speed limit' be changed?
