Cannot install base-config with apt-get

Package: base-config
Version: 2.44ubuntu27
Severity: grave
Justification: renders package unusable

WHen I go to install base-config I have to install 
 console-data
   console-common

I get an error with one of those...

Usage: install-keymap [ keymap_file | NONE | KERNEL ]
