I think that this is intentional. The icon only appears when there is new mail.
I realise this is somewhat silly, as you can only access the dialogs
through the gui when the icon is there! As a work-around, you can use
the command line to bring up the properties box -  "mail-notification
-p"

As an aside, from looking at the command line options, I am somewhat
worried that "mail-notification -r" reveals my passwords!
