php4-imap is not in universe

php4-imap was deliberately disabled in order to remove some software from
main which we would prefer not to support.  Unfortunately, because it is
built from the same source package as some supported binaries, the only way
straightforward way to remove this build-dependency was to disable the
module entirely.

Ideally, the module would be built from a separate source package, and if
someone is willing to contribute such a source package, I think it would be
good to have in universe.
