if they have hardware or serial console access to your machine, yes.
Note this only applies when the machine is rebooted and you select to boot
troubleshooting mode.
If you're worried by this, password lock your bootloader - it's trivial to
get into most linuxes without a password if you have access to the
bootloader - linux init=/bin/bash will do it.
