Umm, yes ;) If it loads empty bookrmarks when you're root, that is
correct as ~/.firefox is another directory in that case.. but that your
bookmarks would be empty afterwards when running firefox as a user would
be a bug. Please check what ~/.firefox is it really using and preferably
test it again:
user$ firefox
create a bookmark, close firefox
user$ firefox
verify that the bookmark is there
root# firefox
no bookmarks, fine
user$ firefox
no bookmarks either, bad
This would be a problem, if so, please file a bug with the details. You
can grep into strace magic for wisdom on what is really going on, or
just leave it to developers.
