librrd0-dev missing from Ubuntu - intention or accident?

Right: main & restricted in both bin and source, universe in source
only.  It says:

Now, I would have sworn it said something about can't install earlier,
but alas, that's... yeah, the earlier work is out of the xterm's
buffer.  Anyway, it's not that it can't install it:
