Adding items to the Applications menu

Hi,
I want to add an entry to the "Applications" menu.
I have done this so far:
1. Open nautilus and entered "applications://" in the address bar
2. Created a new folder. Selected a custom icon for it. I called the
folder "Development".
3. CTRL-R to refresh to check that the folder has been added. It has.
The new icon is in place.
However...
When I click on the Applications menu my new item, although there,
doesn't have my custom icon.
Also, when I try to add the new menu item to the panel using the...
i. "Add to panel" option you get when you right-click on the panel
ii. followed by selecting "Application Launcher" from the "add to top
panel" dialog box that pops up
- I get "Empty" where I expected my "Development" menu item to be. If I
open it it does contain all of my development tools (Eclipse and
monodevelop).
Can anyone tell me why the icon is not appearing, and also why the menu
item is appearing as "Empty" when I try to add it to the panel?
