Yes, it is normal. The reason is that many packages don't build correctly
on all Ubuntu platforms without fixes. We devote our efforts to making
these fixes for supported packages, as we have limited resources.
We welcome analysis and fixes from the community for universe packages,
however. In this case, the problem is a build failure due to an unsatisfied
dependency:
http://people.ubuntulinux.org/~lamont/buildLogs/libo/libopenhbci-plugin-ddvcard/0.4.2-4/libopenhbci-plugin-ddvcard_0.4.2-4_20040922-2315-powerpc-failed
which should be straightforward for someone with a powerpc system to track
down (I'm away from home and don't have access to one at the moment). It
might only need a retry.
