failing modules on thinkpad 390X

I noticed this morning that two modules are failing to load on boot:

    pciehp.ko and shpchp.ko
They are part of the hotplug system and they both are giving me a FATAL: 
Error inserting  . .. . . Operation not permitted.

I have tried manually inserting them using a modprobe with the same results.

Can anyone tell me what they are for, and if they are necessary?
