We certainly need more and better documentation.  There is now a formal
documentation team:

http://www.ubuntulinux.org/community/teams/documentation

but it has not yet been fleshed out.  For now, documentation work is
proceeding on an ad-hoc basis with various additions to the wiki, and more
of that is welcome.  It can be organized and polished as the team gains
momentum.
