This is a little less than intuitive. Create a new mail account, and for
the server type choose "Usenet".

The Ximian employee who developed this code left some time ago, and it
was never ported to Evolution 2. It still exists in the source code, but
isn't compiled - it would need a small amount of work to fix up. The
main reason that nobody has bothered so far is that alternatives exist
for both tasks.
