You need to install the "pnm2ppa" package:
sudo aptitude install pnm2ppa
We had a discussion about adding this package to the default desktop
install:
http://lists.ubuntu.com/archives/ubuntu-devel/2004-September/000057.html
and there seemed to be no objections, but it never quite made it onto the
list. :-)
I've added it now, so new installs from tomorrow's daily CD or later should
get it by default.
