"apt-get upgrade" will *only* update package you have already installed.
Sometimes packages will be "kept back", this is because the new version
Depends on something that isn't installed.  "apt-get dist-upgrade" will
upgrade package versions, and install new packages if needed.

Stuff going into warty now should only be bug fixes, so upgrading should
be ok.  apt-listchanges is a great tool to see what bugs upgrades fix,
and apt-listbugs is a great way to see which ones they don't ;-)
