Runlevel Gnome System Tool Not Included... Why?

I've noticed that Ubuntu has most of the GNOME-System-Tools integrated for system configuration, but why was the runlevel tool left out?  I believe GST was included in GNOME 2.8, so was the runlevel tool excluded from GNOME 2.8 by the GNOME developers or was it removed by the Ubuntu developers?  Just curious why it's not there...
