For some reason when I went to run k3b or quanta they died with control
errors and bind errors- the culprit was in ~/.kde/*  there are 3 files
in there tmp-hostname cache-hostname and socket-hostname - somehow they
all were empty files instead of directories - deleting those and
creating directories with the same names fixed it for me.  Not sure if
this will help your situation.

edit** I don't have kcontrol installed and I don't need it to use k3b
either- big point i forgot
