How do I install a .deb package that isn't in a repository?

This is a feature we plan to implement in the future. It's a bit
tricky to get it right(tm) as it will have to correctly handle all
dependencies of the file as well (see debian #47379 for details).

Both ways work, either use "sudo dpkg -i packagename.deb" or build a
local repository.
