Or, ideally, both. Users who aren't interested in customizing, are 
afraid to explore, or simply don't think to will have the more 
functional option be their default (by more functional I mean a desktop 
with icons _does_ something while a desktop without them loses that 
functionality without gaining some other functionality); users who wish 
to customize can do so easily.
