/etc/profile and ~/.bash_profile are not being read

pam_env is another place where it could be done - for simple stuff
anyway.

Have a look at /etc/security/pam_env.conf

on login, since all login methods should use PAM. If pam_env supported
per-user environment setup, and the ability to use scripting, it would
be ideal for me.
