Kernel headers

I've tried to install multiple programs that ask for the kernel headers.
They don't seem to be installed. I found multiple places that have said
that I need to download "linux-source" from apt-get. I did this but it
just leaves  "linux-source-2.6.8.1.tar.bz2" in the /usr/src directory.
Do I just need to uncompress this in a "linux" directory
under /usr/src ?
