How-tos should be in one central place

The former is a Plone howto facility, while the latter is a page in the
wiki.  Plone provides much more structure for certain document types
(including howtos, FAQs, etc.), and we should take advantage of that where
possible.

The flexibility of the wiki is great, especially for documents whose
structure is not yet well-defined.  For standard document types like howto,
though, there is great benefit in handling them consistently within a
framework like the one that Plone provides.
