it is actually not in the current kernel.....
to get the kernel source look for linux-source in apt/synaptic
normally it is enough to have the kernel headers without the huge source
tree...look for linux-headers if you want this....

also build-essential will be a good package for you, as it contains the
basic compiler stuff you will need.

you should file a bug against the kernel (component linux) in
bugzilla.ubuntu.com and put your source in an attachment there, so it
can get included in future versions ;)
