Got it.  The command is gnome-nettool.  I ran it with sudo from a 
terminal and it allowed me to configure eth0.  If I run it a terminal 
without using sudo, it's exactly like the menu version.  Doesn't let me 
configure.

I tried putting sudo into the "Try this before running" under the 
Advanced tab in Properties (right click on menu item), but it made no 
difference.

I can run it from the command line with sudo, which works for me, but it 
isn't going to do much good having it in the menu if it won't run.

I'm going to cc the list just to let everyone else know.
