run

sudo apt-get autoclean

at a terminal to get rid of the .debs which you don't need anymore. IIRC 
it leaves the ones that are currently installed.

Agreed. for the most part anyway, K3B is pretty nice, but I want a gnome 
app.

Try finding the kcontrol .deb file in /var/cache/apt/archives by doing

ls /var/cache/apt/archives/kcontrol*

at a terminal. The * just tells it to look for anything after kcontrol. 
So, install the newest version of kcontrol by doing

dpkg -i --force-overwrite /var/cache/apt/archives/kcontrol<stuff>.deb

inputting everything between "kcontrol" and ".deb" in the <stuff> part. 
If you're running Hoary and you're keeping up to date it'll be 
kcontrol_4%3a3.3.2-1ubuntu4_i386.deb (that's what mine is anyway).
