You might want to try downloading a Hoary daily or array ISO image. 
You can use jigdo to only download the files you don't already have
from your previous cd image and the packages in
/var/cache/apt/archives/.

This tutorial uses jigit, which I am unfamiliar with.  If you want to
try it with jigdo-lite, which is what I am familiar with, and which
allows you to select several different sources for old files, try the
following guide:
http://www.debian.org/CD/jigdo-cd/

The jigdo images are located at http://cdimage.ubuntu.com/.  If you
want the most recent hoary image, give jigdo-lite
http://cdimage.ubuntu.com/daily/current/hoary-install-i386.jigdo as
the location of the jigdo file.  When it asks for older files, tell it
to look in /var/cache/apt/archives/ and also put your old install CD
in and tell it to look there.  This should make it so you only have to
download the most recent changes.
