How to report feature requests ?

couldn't it be done via the bugzilla using a specific priority, or use
the current "enhancement" level? I still think going via the bugzilla
route would bring a bit more order, keep a little bit of discussion
about these feature in one single place, make the triage easier
between features that are to be considerated and the ones that would
be quickly rejected by Ubuntu developers, and would be easily
searchable.
But I agree having a special mailing list for this would be a lot
better than having them buried in the regular user mailing list
