They already are. Check out http://cdimage.ubuntu.com/releases/hoary/
and you can download the somewhat more stable Array releases. For the
absolute most recent versions, go to
http://cdimage.ubuntu.com/daily/current/ .
Be forewarned that I have not been successful at all in using these to
install. The installer goes through just fine, but at least as of
December 17 (and Array 2), there was a python conflict between 2.3 and
2.4 (some packages still rely on 2.3 but python has been upgraded to
2.4) that prevented the ubuntu-desktop meta-package from being
installed, leaving the user with a far from complete install. Also,
despite an hour or so of trying, I could not get the x server to work
at all. Still not sure what was wrong there.
The easiest way to get Hoary if you are already running Warty is to
edit /etc/apt/sources.list and change all occurrences of warty to
hoary. Then apt-get update && apt-get dist-upgrade. There are some
things that you will have to change around a little afterward, but I
didn't find it that difficult.
Good luck.
