ubuntu processor bug?

Hi,

not so long ago I reported a problem I had on my ThinkPad X31 where the
CPU started running at its max speed 1.4 GHz for no apparent reason.
This is happening again right now. I am using System Monitor with it set
to show CPU usage. The weird thing is that no process I can see is using
the CPU 100%. However, the Resource Monitor is showing 100% CPU useage
with the fan mostly staying on at it's max speed.

Any suggestions?
