If it doesn't come with an IDE controller you can pop in an IDE
controller card (I don't think so now that I think of it... my 7600
had its CD-ROM on the SCSI chain so the 8600 probably did too). There
are a number of cards out there that support booting on Mac hardware
(check out www.xlr8yourmac.com ... they may have info on the cards,
otherwise, the YellowDogLinux (a PPC-only Linux) mailing lists may be
able to help).
