I don't quite understand the utility in having a local repository if you
have no way to download software.  Having a local repository would
require that you be able to download software/source from somewhere else
(build & package the source) first.  Probably all you want to do is
comment out the online repository lines in your /etc/apt/sources.list
file (tells apt where to look for packages).

Maybe I'm not understanding what you want to do, but that would be my
solution for a machine without internet access.
