FAO Ubuntu team : feature request : CPU frequency control ?

I had a look at the man page for 'powernowd', and also the wiki page. It
says that it slows down the CPU when it's idling. SO, since (according
to the 'uptime' command), my CPU is doing ABSOLUTELY NOTHING all day
long (average of course), this means that basically I could run without
a fan yet still be ice cold ! No fan..... acoustic heaven.... :o))))

I get the feeling that my processor is to old to support this
functionality :o(  I woud love to be proved wrong though, as this would
mean I could bin the CPU fan, well at least in April, when Hoary is
realeased.
