Er, can you give a reference for this?  I'm pretty sure no one in Ubuntu
has ever said this, and it's a bad idea to recommend new users to
upgrade to a system that is expected to be breaking every now and then.

Erm, do you have permission to distribute this?  As far as I know, no
one in the world has permission to distribute all those dlls.
