You could install NoScript and see if Underground Weather's site is causing
a problem: http://noscript.net/

sudo apt-get chromium-browser (though that may not be in the official repos
for 10.04 - you can always install the PPA).

You could install Firefox 4:

There are other things you could do, but that's where I'd start.
