UBUNTU: Launchpad Group Adminship

The below message got me thinking. The ubuntu-women team has created a
launchpad group to become the "owner" of the ubuntu-women launchpad
group. We may want to think about doing something similar for our
launchpad group once elections are completed. So we can have a team
(~ubuntu-washington-leaders ?) be the group owner instead of forcing one
person to have responsibility for admining/owning the entire group.
