I'd suggest finding out why/how Debian is able to offer the same
functionality without all the groups and see if the same can be
applied to Ubuntu. If it is something as simple as a "Debian includes
XYZ, therefore we can do just N groups", then propose the addition of
XYZ in Ubuntu and simplify.
