Hmmm, this isn't DefCon, so it may not be useful to compare the two.
I was able to attend on a local user group admission. The "full rate"
is for PHBs who can have the company pay, thus siphoning some of that
corporate money into the open source movement's coffers.
The admission is not the sole cost of attending: transport to and
from, meals, lodging in many cases. There is also the opportunity cost
of doing something else, like earning a living, for two or more days.
Still, if $40 would make or break your attendance, perhaps in future
we can have a scholarship program.
