Cups, Samba and being a print server

Permissions? Is the user an Administrator? If not, of course it won't allow 
the correct driver much less install.
Also
Is the driver the correct one for 32bit, or 64bit?  (Start - Run - DXDIAG)
How it is connected? via network? USB? Is it printing to a printer shared 
in CUPS?
Can you create a TCP Printer if necessary.
Can it print to other printers? 
Is SPOOLER running?  (Start - Run - CMD - "SC QUERY SPOOLER"
Could try copying "C:\Windows\System32\spool\prtprocs" from a pc with the 
functional printer into the trouble machines C:\Windows folder. (Just copy 
out the folder just in case).
