I was in contact with Loye last week, he lost hosting for it and
didn't really have the motivation to bring it back because people
weren't really using it much. Indeed, when LoCos run their own forums
and blogs they tend not to get used much - most just use the official
ubuntuforums.org forums and have a team planet and it's much more
successful.

As for having a site at all, Loye said he'd point the domain somewhere
if someone else made a site, but I think continuing to work on the
TexasTeam wiki page is a much better idea, since this is the first
place people will go when they look for a team in Texas:
