[Ubuntu Oregon] Ubuntu Oregon ZNC Downtime

Hi Folks,

For those who use ZNC on the people.ubuntu-oregon.org server that service
is currently unavailable and I'm unsure at this point when it will be back
although Nathwill is going to have a look soon.
