[ubuntu-us-nm] Ubuntu creator wants to squash 'upstream' bugs

Interesting?  If the Ubuntu team does fixes all the bugs in the Debian
upstream does that not make the Ubuntu source code better than the
parent? And if all the bugs are fixes shouldn't the Ubuntu source become
a primary upstream?
