[Ubuntu-US-NM] EPC suggestion

I thought I would make a minor suggestion.   Why not simply make a local /
private repository?  Then have a weekly rsync that keeps it updated.  Or if
you want to have all the software packages you run on that location simply
write a script to automatically check the checksums and build the
Packages.gz list  correctly.
