apt is just a high level package manager tool where as dpkg is low level 
tool. dpkg maintains the information about installed packages and this 
info is located in....

/var/lib/dpkg

Much like Red Hat rpm is the lower level too and yum is the higher.
Gentoo...well is gentoo... =P
