Hi Brett,
The forums would be part of the existing Ubuntu forums.  They would be hosted 
on Canonical servers.  We would need to have a few people volunteer as 
moderators to regularly check the forums, weed out bad posts, and answer 
questions.  

Some teams host their own websites and portals using content management 
systems such as Drupal.   We would have to get in touch with the loco teams 
management to figure out the regulations domain names, and such.  From my 
limited webmaster experience, I'd plan on putting in a couple of hours a week 
on maintenance and cleanup. 

If you are interested in either of these projects, I suggest you check the 
LoCo Knowledge base page in the wiki(1) and see what you'll need to do to 
proceed.   Please keep us updated via the mailing list and the Nebraska team 
wiki page(2).
