Usually launching a web browser and trying to visit any website will
direct you to a web page where have to accept some sort of usage
agreement and accept a cookie (or multiple cookies.)

After that, you are granted network access.

Usual "things" to complicate this in no particular order:
Browser popup blockers
Blocking or not accepting cookies
Wireless access card turned off (aka, airplane mode)
Strict personal firewall
